Vendor License Costs
How Much Does an Alcoholic Beverage Vendor's License Cost in Florida?
If you plan to sell alcoholic beverages in Florida, you'll need the right vendor's license from the Florida Division of Alcoholic Beverages and Tobacco (ABT). The cost of a vendor's license depends on two main factors: the type of beverages you intend to sell (beer and wine only vs. full liquor) and the population of the county where your business is located.
Florida uses a tiered fee structure based on county population. Counties with larger populations have higher annual license fees, while smaller counties pay less. This system applies to all retail vendor license categories — whether you're operating a restaurant, bar, nightclub, liquor store, or convenience store.
Beer & Wine Vendor's License Fees by County Population
If your business only needs to sell beer and wine (no hard liquor), you'll need a 1COP (beer only) or 2COP (beer and wine) license for on-premises consumption, or a 1APS/2APS license for package sales only. They are not quota licenses, so they are available in every Florida county; in the two dry counties, Lafayette and Liberty, they are issued as DRY versions limited to 6.243% alcohol by volume.
| County Population | Beer Only (1COP) Annual | Beer & Wine (2COP) Annual |
|---|---|---|
| 25,000 or fewer | $56 | $168 |
| 25,001 – 50,000 | $112 | $224 |
| 50,001 – 75,000 | $168 | $280 |
| 75,001 – 100,000 | $224 | $336 |
| Over 100,000 | $280 | $392 |
Package-only licenses (1APS, 2APS) cost half the on-premises rate. Fees are the license tax in ss. 563.02 and 564.02, Florida Statutes, plus the 40% surtax in ss. 563.025 and 564.025, as published by the Division of Alcoholic Beverages and Tobacco. Search your county for its exact fees.

Full Liquor Vendor's License Fees (Beer, Wine & Spirits)
A full liquor license — commonly referred to as a 4COP license — allows you to sell beer, wine, and spirits for on-premises consumption and package sales. These are quota licenses, meaning only a limited number are available in each county based on population. Because of this scarcity, 4COP licenses are often purchased on the secondary market at prices far exceeding the state renewal fee.
| License Series | County Population Tier | Annual Fee |
|---|---|---|
| 8COP | 25,000 or fewer | $624 |
| 7COP | 25,001 – 50,000 | $858 |
| 6COP | 50,001 – 75,000 | $1,300 |
| 5COP | 75,001 – 100,000 | $1,560 |
| 4COP | Over 100,000 | $1,820 |
Who Needs a Full Liquor License?
- Bars and lounges serving cocktails and spirits
- Nightclubs with full beverage service
- Restaurants that want to offer a complete bar menu
- Liquor stores selling packaged spirits
- Hotels and resorts with on-site bars
Package-Only Vendor's License Fees
If your business sells alcoholic beverages for off-premises consumption only (no on-site drinking), you'll need a package store license. These are typically less expensive than on-premises licenses.
| License | Beverages | Description | Annual Fee |
|---|---|---|---|
| 1APS | Beer | Package sales only | $28 – $140 |
| 2APS | Beer & Wine | Package sales only | $84 – $196 |
| 3DPS | Beer, Wine & Liquor | Package only, counties of 25,000 or fewer | $468 |
| 3CPS | Beer, Wine & Liquor | Package only, counties of 25,001 – 50,000 | $643.50 |
| 3BPS | Beer, Wine & Liquor | Package only, counties of 50,001 – 75,000 | $975 |
| 3APS | Beer, Wine & Liquor | Package only, counties of 75,001 – 100,000 | $1,170 |
| 3PS | Beer, Wine & Liquor | Package only, counties over 100,000 | $1,365 |
How County Population Affects Your License Cost
Florida statute sets license fees in five county population brackets: 25,000 or fewer, 25,001 to 50,000, 50,001 to 75,000, 75,001 to 100,000, and over 100,000. Population also sets how many quota licenses a county has: one for every 7,500 residents. Here's what that means:
- Small counties (25,000 or fewer) pay the lowest fees, $624 a year for a full liquor license, but have the fewest quota licenses.
- Mid-size counties (25,001 to 100,000) pay $858 to $1,560 a year, depending on the bracket.
- Large counties (over 100,000) — including Miami-Dade, Broward, Hillsborough, Orange, and Palm Beach — pay the most, $1,820 a year, but have the most quota licenses in circulation.
Because quota licenses are limited, the market price to purchase one often far exceeds the annual state fee. In high-demand counties like Miami-Dade or Broward, a 4COP license can sell for $300,000 to $500,000+ on the open market, even though the state renewal fee is only $1,820 per year.

Beyond standard retail licenses, Florida also issues licenses for distributors, manufacturers, and importers. These are separate from the typical bar or restaurant vendor license:

| KLD | Distributor | Distributes spirituous, vinous, and malt beverages to vendors and distributors. |
| JDBW | Distributor | Distributes beer and/or wine to vendors and other distributors. |
| CMB | Manufacturer | Manufacturer engaged in brewing malt beverages. |
| CMBP | Manufacturer | Brewpub — brewing less than 10,000 kegs annually; consumption on premises only. |
| AMW | Manufacturer | Engaged in manufacturing or bottling wine. |
| DD | Manufacturer | Distiller of spirituous liquor (craft distillery). |
| ERB | Manufacturer | In the business of rectifying and blending spirituous beverages. |

The 4COP SFS License & the 51% Food Rule
Florida offers an alternative to the expensive quota license system through the 4COP SFS (Special Food Service) license. This license allows restaurants to serve beer, wine, and spirits without purchasing a quota license — but there's an important catch:
- Your establishment must derive at least 51% of gross revenue from the sale of food and non-alcoholic beverages.
- You must have seating for at least 120 guests and at least 2,000 square feet of service area under current general law. Several counties set their own square-footage and seating thresholds, so check your county page for the exact figures.
- The license is non-transferable — it stays with the premises and cannot be sold on the open market.
For restaurants that qualify, the 4COP SFS license is significantly more affordable than purchasing a 4COP quota license. However, failing to maintain the 51% food requirement can result in license suspension or revocation.
Older name: you will still see this license called the SRX (Special Restaurant) license. The Division's list carries those as series "SR," issued under earlier laws: they are no longer available to new applicants, pass only with a change of ownership, and keep the requirements in force when they were issued. New applicants receive the 4COP SFS designation. Both are special restaurant licenses outside the quota.
