An announcement was made this week by the Florida Division of Alcoholic Beverages and Tobacco regarding the acceptance of Quota Beverage License Drawing Entry Forms for 45 days. This is a piece of extremely exciting news for the residents of Florida as they can get the required license in order to open an alcohol beverage retail establishment. They can also resell the license to interested buyers. This is a massive opportunity for interested parties to become a part of the process to have a chance to win a license in any of the counties available.

The only way to obtain a license is to win the lottery or to buy from a person that already has an existing one. There is a massive profit potential due to the limited number of licenses available to procure and the dynamic supply and demand depending upon the location can lead to thousands in profits for winners that are looking to transfer or re-sell their licenses to the private buying market.

Winning does not automatically translate into getting the license and there are further requirements including comprehensive background checks and fees.

Considering your name was drawn, and you pass the background check, the initial activation fee for a new 4COP/3PS Quota Liquor License is $10,750.00 which is for the Hughes Act Fee(Mothers Against Drunk Driving) along with the yearly renewal fee for the respective series requested. A 4COP Quota Liquor License which allows consumption on premise and package sales would be $1,820.00, while the 3PS Quota Liquor License allows package sales only, with the yearly fee being $1,365.00. The respective series of a Quota License can be increased to a 4COP or decreased to a 3PS at any time. However, the state charges a $27,300.00 transfer fee should the winner transfer the license prior to 36 months. This transfer fee is equal to 15 years’ worth of renewal fees for a 4COP Quota.

What sets quota licenses apart from other license types is that they are free of food sale percentage restrictions as well as square footage and ability to serve requirements, applicable within the county. Other licenses also have limitations which only allow consumption on premise, while quota licenses allow consumption on premise as well as package sales. The Quota license is the highest series available in Florida.

Applicants can become a part of the lottery process by submitting their entries. The fee for entering is $100 per application, per county. However, applicants are free to apply for as many counties as they like with the per county fee applicable. Having multiple entries can increase the odds of winning even if they won't be in a single county.

The entry period for the Florida Liquor License Lottery starts on the third Monday in August. For 2019, It begins on 19th August and ends in 45 Days on October 2nd, 2019 at 5:00 P.M. Care should be taken into ensuring that the entries are sent in on time and within the period so that entrants can considered for the drawing. The completed applications must be submitted to the Division of Alcoholic Beverages and Tobacco with the checks or money orders payable to the same.
